The seven trillion was the Bush 'Whoopee, go get (Sad)am, cowboys!' from my recollection. i.e. lets throw Bush under the Bus by the nut in the republican white horse. In addition, this train line is a line that allows more coal and oil trains to park on the tracks down by the Sound when coming thru Tacoma while Amtrak takes the high road.
